ARTS ADVISORY COMMITTEE MINUTES

November 14, 2006



1.      ROLL CALL

The meeting was called to order at 8:00 a.m.  

Committee members present:  Ms. Claudia Klug-Kowel, Ms. Vickie Kelber, Ms. Rose Ann Patterson, Ms. Nora Joel and Mr. Joel Gewirtz.

Committee member, Ms. Susan Oldershaw, arrived following approval of the agenda and minutes.

City staff present:  City Clerk Laura Litzan and Administrative Assistant Debbie McCabe.

Also present:  Ms. Jo-Ann Sanborn with Marco Island Foundation for the Arts, Inc.
        

2.      APPROVE AGENDA

MOTION by Rose Ann Patterson to approve the agenda.  Second by Nora Joel.  MOTION CARRIED UNANIMOUSLY 5-0.


3.      APPROVAL OF OCTOBER 10, 2006 MINUTES

MOTION by Nora Joel to approve the October 10, 2006 minutes.   Second by Rose Ann Patterson.  MOTION CARRIED UNANIMOUSLY 5-0.


4.      UPDATE FROM DANA SOUZA – PARKS AND RECREATION DIRECTOR


Jane Hittler Park Project

Parks and Recreation Director, Dana Souza, gave an update on the Jane Hitler Park Project and advised that the City is still waiting to receive the $100,000 grant.

Dana Souza suggested we appoint a committee member to sit in on the Parks and Recreation Committee meetings for the discussion on Jane Hittler Park.


MOTION by Vickie Kelber for Rose Ann Patterson to attend the Parks and Recreation meetings for Jane Hittler Park.  Second by Nora Joel.  MOTION CARRIED UNANIMOUSLY 6-0.


Mackle Park Project

Dana Souza updated the committee on the Mackle Park Project and advised that we will start seeing construction this month.


Collier Walkway Beach Access Project

Dana Souza commented that the plans for the Collier Walkway Beach Access Plan are on the Parks and Recreation Committee website.

Dana Souza advised he would attend the Arts Advisory Committee meetings on a quarterly basis to update committee members on projects.

Leigh-Plummer Park Project

Dana Souza advised that work will begin on the Leigh-Plummer Park Project late.  The Collier County plan will be used as a starting point.

Dana Souza reported that there have been some public requests to add benches and a playground to the park.


5.      DISCUSSION
        
1.      Review Guidelines and Workbook

The committee briefly reviewed the workbook.

Debbie McCabe mentioned that the workbook is still in draft form for additions or corrections.

Rose Ann Patterson suggested we have the City Attorney review the guidelines and workbook.  The committee agreed.

Vickie Kelber asked whether we need the “Instructions for Committee Art Works” and “Funding Art” sections of the workbook.

Vickie Kelber suggested that the City offer the City’s Artwork Collection on the website.

Vickie Kelber ageed to create a form for donors and bring it back to the committee for review.


2.      Donation from MIFA

Ms. Jo-Ann Sanborn, with Marco Island Foundation for the Arts, Inc., (MIFA) distributed a picture of the proposed donation of a “Great Dane” sculpture and advised that MIFA and sponsor will be ultimately responsible for the cost.  Ms. Sanborn reviewed and distributed MIFA’s proposed plan.  MIFA is recommending the sculpture be placed at Tract C and D (across from Winterberry Park).  Ms. Sanborn advised that MIFA would be selling paw pavers to raise the money for the sculpture.  The cost for the sculpture is priced at $18,000, but the artist will take $14,000.

After review of the proposal, Claudia Klug-Kowel asked about insurance and maintenance.

Vickie Kelber raised concern about safety and the location of Tract C and D (across from Winterberry Park) since it is an experimental area for the public to walk their dogs on leashes.

Vickie Kelber suggested that MIFA also purchase the base of the sculpture.

Ms. Sanborn recommended a 4-month timeframe so they have time to raise the money and turned over to the City as a donation.

Vickie Kelber recommended we ask the City Attorney to prepare legal forms for donations.

Vickie asked Ms. Sanborn to get back to committee on the commitment for the base and information on the maintenance of the sculpture.

MOTION by Joel Gerwitz to approve making recommendation to Council that they accept this donation pending additional information on the base and maintenance of sculpture, and recommend location of Tract C and D (across from Winterberry Park) for the sculpture.  Second by Nora Joel.  MOTION CARRIED UNANIMOUSLY 6-0.

3.      Marco Man Update

Vickie Kelber announced that the donation of the original $5,000 has fallen through, but Jack Antaramian is still interested in a donation to the City Council and putting “Marco Man” sculpture at the Esplanade if he purchases it.

The committee agreed that City Council needs to make the decision since we lost are donator for the $5,000.


4.      Art Master Plan

Vickie Kelber suggested that the committee come up with a timeline to develop the Art Master Plan and review site maps of the City property to designate areas for art at the December meeting.  Afterwards, she suggests holding a public hearing.

Rose Ann Patterson suggested that we have a workshop to review the Art Master Plan.

Parks and Recreation Director, Dana Souza, advised that site maps of the new park projects are available.

Rose Ann Patterson suggested that someone from the committee represent each park project.

Vickie Kelber commented that a budget should also be part of the Art Master Plan.


6.      OTHER BUSINESS  

There were no other business items for discussion.


7.      PUblic comment

Ms. Jo-Ann Sanborn was concerned about the verbiage for criteria #5, under the section for “Criteria for Review” of the workbook.

Vickie Kelber advised that the committee will be reviewing the workbook and look at that section.


8.      ADJOURN

The meeting adjourned at 9:40 a.m.

The next Arts Advisory Committee meeting is at 8:00 a.m. on Tuesday, December 12, 2006 in the lower level conference room at City Hall.

Debbie McCabe was asked to conduct a poll before the next Arts Advisory meeting to determine a quorum.
