ARTS ADVISORY COMMITTEE MINUTES
February 13, 2007
ROLL CALL
The meeting was called to order at 8:00 a.m. by Chair Vickie Kelber.
Committee members present: Ms. Claudia Klug-Kowel, Ms. Rose Ann Patterson, Ms. Nora Joel and Ms. Susan Oldershaw.
City staff present: City Clerk Laura Litzan, Finance Director Bill Harrison, Public Works Director Rony Joel, Parks and Recreation Director Dana Souza, Public Information Coordinator Lisa Douglass and Administrative Assistant Debbie McCabe.
Members of the public present: Ms. Jo-Ann Sanborn with Marco Island Foundation for the Arts, Inc.
APPROVE AGENDA
MOTION by Rose Patterson to approve the agenda. Second by Vickie Kelber. MOTION CARRIED UNANIMOUSLY 5-0.
APPROVAL OF JANUARY 9, 2007 MINUTES
MOTION by Vickie Kelber to approve the January 9, 2007 Arts Advisory Committee minutes. Second by Claudia Klug-Kowel. MOTION CARRIED UNANIMOUSLY 5-0.
PRESENTATIONS BY CITY STAFF
Parks and Recreation Director Dana Souza gave a presentation on the Parks and Recreation current and future projects. Mr. Souza advised that the Parks and Recreation, Beautification and Arts Advisory Committees need to get together and make decisions concerning the Master Art Plan.
Public Works Director Rony Joel gave a presentation concerning future funding from public works projects for art and landscaping around the bridges. He also suggested an area across from the Marriott Hotel on the corner of Spruce Avenue and Collier Boulevard where funding may be available from a Florida Department of Transportation Grant. Mr. Joel added that the utility light poles also have the capability of displaying banners or some form of art.
Finance Director Bill Harrison gave a presentation concerning funding for art and provided some options. Mr. Harrison informed the committee that there is a 1% fee charged to commercial builders for art at the time they apply for their permit. Another option is our committee liaison can compete internally for funds during the budget process and request those funds be used for art. There also is a local state sales tax of 1½% that we could use for some public works projects, but it must be used for infrastructure.
Laura Litzan commented that we would also ask Community Development Director Steve Olmsted if there is anything that should be encouraged before implementation of the Master Art Plan.
APPROVE LEGAL CONTRACT FORMS
Vickie Kelber commented that the legal contract forms were not ready, but hopefully we will have them for the next meeting.
REVIEW SURVEY QUESTIONNAIRE
Vickie Kelber asked the committee to review and comment on the rough draft of the survey questionnaires for the public and focus groups.
Laura Litzan advised that the newspaper agreed to advertise the survey questionnaire for us.
Public Information Coordinator Lisa Douglass suggested a one-on-one focus survey questionnaire instead of a newspaper survey questionnaire.
Susan Oldershaw suggested explaining and distributing a basic one-page survey questionnaire to clubs on the Island (i.e. Garden, Rotary, Kiwanis, etc.). Susan Oldershaw agreed to represent the Garden Club, Lisa Douglass agreed to represent the Rotary Club, and Laura Litzan agreed to represent the Kiwanis Club.
OTHER BUSINESS
Public Information Coordinator Lisa Douglass mentioned that the Arts Advisory Committee has a web page now.
Vickie Kelber commented that we would discuss what we would like to see on the Arts Advisory Committee web page at the next meeting and post the public art donation form to the web page.
Vickie Kelber recommended that the committee discuss and finalize the public and focus group survey questionnaires at the next meeting.
Laura Litzan commented that we hope to have some new members soon to fill the two vacancies on the committee.
Susan Oldershaw asked about a donation in memory of someone and suggested we add it to the Master Art Plan and public art donation form.
PUBLIC COMMENT
Ms. Jo-Ann Sanborn with Marco Island Foundation for the Arts, Inc. (MIFA) commented that the “Ridley Sea Turtles” statue is going to the Esplanade temporarily and MIFA is still working on funding for the “High Four” statue. Ms. Sanborn was asked to fill out the donation forms for the two pieces so that the committee could discuss it and forward recommendations to City Council.
Ms. Sanborn also inquired about displaying painted children’s tiles on the bridges.

The next Arts Advisory Committee meeting is Tuesday, March 13, 2007 at 8:00 a.m. in the lower level conference room at City Hall.
