ARTS ADVISORY COMMITTEE MINUTES

June 12, 2007


ROLL CALL

The meeting was called to order at 8:00 a.m. by Chair Vickie Kelber.

Committee members present:  Ms. Claudia Klug-Kowel, Ms. Nora Joel, Ms. Lavonne Johnson, Ms. Rose Patterson and Mr. Greg Glover.  Ms. Jo-Ann Sanborn was absent.

City staff present:  City Clerk Laura Litzan and Administrative Assistant Debbie McCabe.

Members of the public present:  Ms. Sandy Johnson.


APPROVE AGENDA

MOTION by Rose Patterson to approve the agenda.  Second by Lavonne Johnson.  MOTION CARRIED UNANIMOUSLY 6-0.


APPROVE MINUTES FOR MAY 8, 2007

MOTION by Rose Patterson to approve the May 8, 2007 Arts Advisory Committee minutes.  Second by Vickie Kelber.  MOTION CARRIED UNANIMOUSLY 6-0.  


UPDATE ON JANE HITTLER PARK – PARKS & RECREATION DIRECTOR DANA SOUZA

The committee agreed to reschedule the update on Jane Hittler Park to later in the fall.


FINALIZE LEGAL CONTRACT FORM

Chair Vickie Kelber requested the committee postpone this item until the next meeting since Committee Member Jo-Ann Sanborn was absent and might have some comments.


ARTS MASTER PLAN DISCUSSION

The committee felt that the focus group meeting held last month went well.  The committee was also pleased with the Master Plan Questionnaire responses that were received back from the public.

Debbie McCabe offered to compile the data received from the Arts Master Plan Questionnaires.

Chair Vickie Kelber provided information on the history of public art for the City of Marco Island as part of the Arts Master Plan and advised that she would work on putting the information together.  

Lavonne Johnson recommended the committee include private efforts such as the "Festival of the Arts” and “Artsquest” into the history of public art.

Chair Vickie Kelber suggested another press release in the Suntimes Newspaper about the committee working on the Arts Master Plan and the June 30, 2007 deadline for the surveys.

Chair Vickie Kelber requested that the committee establish a date at the July meeting to hold a public hearing to receive public input concerning the proposed Arts Master Plan.  She recommends holding the public meeting sometime between October 16, 2007 and November 13, 2007.


BUDGET DISCUSSION

Chair Vickie Kelber explained that Councilor Ted Forcht is requesting the committee’s thoughts about including public art in the budget.  She asked the committee members to start advocating for art in public places and budget monies for public art.  

Chair Vickie Kelber shared with the committee the Developer Guidelines for Public Art Program Requirements that the City of Naples has implemented.


UPDATE ON REPLACEMENT AND REPAIR OF DOLPHIN STATUE

Laura Litzan advised that the repair of the dolphin statue has been authorized and will cost about $600.00; however, the cost does not include painting.

Chair Vickie Kelber suggested that someone from the Art League or Marco Island Foundation of the Arts (MIFA) might be interested in helping us with the painting.


OTHER BUSINESS

Chair Vickie Kelber mentioned to the committee about identifying temporary sites and/or revolving sites to display art.

Nora Joel suggested the committee hold an art auction once a year to allow for donations of art to the City.

Chair Vickie Kelber advised that the “Marco Man” sculpture will be installed after the landscaping is finished around the City Hall complex.

Chair Vickie Kelber suggested that the committee discuss a recognition ceremony for the installation of the “Marco Man” sculpture at the next meeting.  The committee liked the idea of inviting the artist and holding the dedication in the fall.

Chair Vickie Kelber advised that Jo-Ann Sanborn is working on the paperwork for the “Ridley Sea Turtles” sculpture.

Laura Litzan advised we would ask Susan Patton, with the Parks and Recreation Department, if she would be interested in taking pictures of the City’s current art inventory so we can put the information on the website.  


PUBLIC COMMENT

Ms. Sandy Johnson, President of the Marco Island Foundation of the Arts (MIFA) informed the committee that the “High Four” sculpture has been sold.  Ms. Johnson also advised that MIFA is having another “Artquest” event on November 16, 2007.  She asked if the City would be interested in sponsoring $1,500 toward base and installation of a sculpture, and if the City would like the “Marco Man” sculpture to be included as part of their art brochure.

Ms. Johnson further informed the committee that MIFA is moving forward with the paperwork to temporarily loan the “Ridley Sea Turtles” sculpture to the City first and coincide the dedication ceremony with the opening of Jane Hittler Park.

Ms. Johnson also recommended the committee consider exploring the original “Bronze Dolphin” sculpture.

The next Arts Advisory Committee meeting is Tuesday, July 10, 2007 at 8:00 a.m. in the lower level conference room at City Hall.
