ARTS ADVISORY COMMITTEE MINUTES
November 13, 2007
ROLL CALL
The meeting was called to order at 8:00 a.m. by Co-Chair Claudia Klug-Kowel.
Committee members present: Ms. Nora Joel, Ms. Jo-Ann Sanborn, Ms. Lavonne Johnson, and Mr. Greg Glover.
City staff present: City Clerk Laura Litzan and Administrative Assistant Debbie McCabe.
Members of the public present: None.
APPROVE AGENDA
There were no changes made to the agenda.
APPROVE MINUTES FOR SEPTEMBER 11, 2007
MOTION by Lavonne Johnson to approve the September 11, 2007 Arts Advisory Committee minutes. Second by Jo-Ann Sanborn. MOTION CARRIED UNANIMOUSLY 5-0.
REVIEW DRAFT OF THE PUBLIC ARTS MASTER PLAN
Jo-Ann Sanborn commented about a Public Arts Ordinance. Laura Litzan advised that she would draft a Public Arts Ordinance similar to the City of Naples ordinance for the committee’s review at the next meeting.
Laura Litzan advised that the proposed Arts plan will need to go to the Planning Board for review, recommendation, and approval.
The committee reviewed the draft of the Public Arts Master Plan and 10-Year Summary. Some recommended changes were as follows:
· Rename Public Arts Master Plan to Preliminary or Proposed Public Arts Master Plan
· Include maps, public donation forms, etc. with Arts plan
· Change everything to “Arts” from “Art” throughout documents
· Add 2004 “Happy Travelers” and donation of photo collection “Birth of a Paradise”
· Replace “placement of large suitable sculpture at entrance to Residents’ Beach” with “2007 MIFA donation of ‘First Born’ sculpture located at entrance of Residents’ Beach”
· Include in 2007 “decorative tiles made by children of Marco”
· Include in 2009 that public informational kiosks are identified and installed and include distribution by Chamber of Commerce, art organizations, hotels, etc.
· Include in 2017 that City should sponsor an art event
Greg Glover suggested charging a fee for businesses every year. The wording adding a nominal fee for public arts when residential, commercial and multi-families apply for a new business license or residential permit will be added.
Jo-Ann Sanborn suggested a plan to show how the money could be spent for public art.
Greg Glover suggested a $1.00 or $2.00 fee from tourism tax dollars and contacting the Tourist Development Council in Collier County.
Laura Litzan advised that we would hopefully present the Arts plan to City Council under consent agenda and that the plan / ordinance be forwarded to the Planning Board for review.
Claudia Klug-Kowel commented that we want input from all City Advisory Committees on what goes on property.
REVIEW PROPOSAL FOR “JOURNEY’S END” RIDLEY SEA TURTLES
Laura Litzan advised that City Council approved the donation for the “Journey’s End” Ridley Sea Turtles at the November 5, 2007 council meeting.
FINALIZE MARCO MAN DEDICATION
Laura Litzan read aloud the agenda for the dedication of the Marco Man. She advised that cookies and lemonade will also be served.
OTHER BUSINESS
Jo-Ann Sanborn suggested banners for “Celebrate Arts Month” next year.
