ARTS ADVISORY COMMITTEE MINUTES
January 8, 2008
ROLL CALL
The meeting was called to order at 8:00 a.m. by Co-Chair Claudia Klug-Kowel.
Committee members present: Ms. Nora Joel, Ms. Jo-Ann Sanborn, Ms. Lavonne Johnson, and Mr. Greg Glover.
City staff present: City Clerk Laura Litzan and Administrative Assistant Debbie McCabe.
Members of the public present: None.
APPROVE AGENDA
There were no changes made to the agenda.
APPROVE MINUTES FOR DECEMBER 11, 2007
MOTION by Lavonne Johnson to approve the December 11, 2007 Arts Advisory Committee minutes amending the verbiage “visual” arts to “performing” arts on page 3. Second by Greg Glover. MOTION CARRIED UNANIMOUSLY 5-0.
REVIEW DRAFT OF PUBLIC ARTS MASTER PLAN
The committee reviewed the draft and recommended the following changes:
· Change “Artist” Coordinator to “Arts” Coordinator throughout document
· Change “Director of Public Works” to “Director of Parks and Recreation” under first paragraph
· Delete 1.5% Under Funding of Arts Program section
· Change the word from “Will” to “Shall” under Maintenance of Public Arts section
· Change from “Art League” to Marco Island Center for the Arts under Encouragement of Public Arts on Private Property section
· Add under Public Arts Ordinance section a requirement of City Council to make a yearly budget for the arts from a variety of sources including public and private funding
The committee reviewed “The First 10 Years: A Plan for Public Arts” and recommended the following changes:
· Include in 2009 to hold public events on Glon Property (i.e. Veteran’s Park)
Greg Glover suggested an art event and show at the same time Naples sponsors their event and earlier than the year 2017.
Laura Litzan suggested that Parks and Recreation Director Dana Souza review the plan first and invite him to the next committee meeting to give us feedback on plan and an update on Veteran’s Park.
The committee agreed to move forward with the Public Arts Master Plan and work toward having the Planning Board review the plan.
REVIEW DRAFT OF PUBLIC ARTS ORDINANCE
Laura Litzan provided the committee with comparisons of how other cities in Florida such as Naples, Coconut Creek, and Tampa obtain funding for the arts.
Laura Litzan suggested the chairperson for the Planning Board and Director of Community Development review the public arts ordinance including funding options for art in coordination with the redevelopment of the Island. The committee agreed.
Jo-Ann Sanborn recommended a workshop to educate ways the City plans to support arts in the community.
The committee agreed to present to Planning Board to work with Arts Advisory Committee on the public arts ordinance.
Claudia Klug-Kowel suggested the Beautification Committee have some involvement in reviewing the ordinance as well.
Laura Litzan advised the committee that she would let them know when we can make a presentation to the Planning Board.
OTHER BUSINESS
The committee briefly discussed tiles on receptacles. Jo-Ann Sanborn suggested using a slider feature on the receptacles in order to be able to change the tiles with different art.
Laura Litzan provided an article in the newspaper for the committee to review on how the Carnival Center of the Performing Arts in Miami is struggling financially.
Laura Litzan asked the committee to review the verbiage for the dedication plaque for the “Marco Man” sculpture. The committee agreed to include on the plaque the date the art was dedicated and the City seal to distinguish city-owned art.
