On January 4, 2010, City Council approved an ordinance establishing a new standing committee known as the Utilities Advisory Board. The Ordinance calls for a five- member Board with staggered terms and these appointments are submitted for Council discussion and approval.
City Council has adopted the following responsibilities for the Board:
• Review and make recommendations regarding the annual operating budget of the Utilities in consultation with the City Manager and City Utility Director.
• Review and make recommendations regarding the annual operating revenue and rate adjustments in consultation with the City Manager and City Utility Director.
• Review and make recommendations regarding utility rate structure in consultation with the City Manager and City Utility Director.
• Conduct an annual review and make recommendations regarding the five-year capital improvement plan for the Utility in consultation with the City Manager and City Utility Director.
Based on the discussions of the previous Ad-hoc Advisory Committee and City Council the work plan for this new Board includes, in order of priority, recommendations on the following Utilities System issues:
1. The current water, wastewater, and reuse water rate structure
2. Annual operating budget for FY2011
3. Annual operating revenue and rate adjustment
4. Utilities Impact Fees and the fire hydrant spacing program
5. Five-year Capital Improvement Program
The initial appointment to the Board shall be as follows:
a. Two members for THREE-year terms
b. Two members for TWO-year terms
c. One member for a ONE-year term
