BEACH ADVISORY COMMITTEE MINUTES
March 21, 2006
1. ROLL CALL
Interim Chairwoman Reiley opened the meeting by welcoming new board member Allan Bristow.
Committee members present: Mr. Allan Bristow, Ms. Irene Horowitz, Mr. Ron Minarcini, and Ms. Regina Reiley. Mr. Richard Adams was absent.
City staff present: Environmentalist, Ms. Nancy Richie and Secretary, Ms. Lois Gunter.
2. APPROVAL OF AGENDA
MOTION by Irene Horowitz to approve the March 21, 2006 Agenda with the revision to move Item 6 (b for discussion first to accommodate the public that are present. Second by Ron Minarcini. Motion carried 4-0.
6. OTHER BUSINESS
b) South Seas Club Condominium Association Concerns.
As Spokesman for the Association, Don Anderson, expressed The South Seas Club Friends of Tigertail concerns regarding (1 the filling in of the waterway in front of their condominiums and 2) the grooming needed to protect the sand/beach that is being choked by encroaching grasses and weeds in hopes that the Beach Advisory Committee could assist them in their plight.
Murdo Smith, Collier County Parks and Recreation, joined the meeting at 9:30 a.m. and assisted Nancy Richie in explaining the Collier County raking procedures. Nancy plans to discuss the issues with the appropriate people that may be able to assist. Regina Reiley agreed to meet with the Club to share her perspective on the need to not disturb the natural environment. Mr. Anderson noted that many from the group will soon be leaving the Island for the summer months and that they are anxious to meet sooner rather than later.
The members of the Club left the meeting at 9:50 a.m.
3. APPROVAL OF JANUARY 17, 2006 MINUTES
MOTION by Irene Horowitz to approve the January 17, 2006 Minutes. Second by Allan Bristow. Motion carried 4-0.
4. COMMITTEE REPORTS
A. Coastal Advisory Committee (CAC) Update – Ron Minarcini reported:
1. Revenue shortfall for Marco Island of $150,000 resulting in a need for prioritization of expenditures.
MOTION by Irene Horowitz to suggest to the City of Marco Island and the City Council that they address the issue by suggesting to the Coastal Advisory Committee that the level of service be maintained and be a top priority for the County in the future. Second by Allan Bristow. Motion carried 4-0.
B. Prepare For Presentation To The City Council – Goals and Accomplishments
Dick Adams prepared a draft of the Committee’s Mission Statement/Goals and Objectives for 2006 that was sent to Committee members prior to the meeting. It was noted that the City Council presentation will likely be on the April 3, or April 17, 2006 City Council Meeting agenda and that the Council prefers the standard format be used for the Advisory Committee presentations. The BAC will edit a draft to be e-mailed for finalization.
5. STAFF REPORT –
A. Nancy Richie reported that there is no red tide present, and that she will sample water quality next week.
Ms. Richie meets with Dr. Alberte, from FGCU, March 22, 2006 to discuss a possible study on water quality that his department will conduct.
B. Ms. Richie reported on the success of the Celebrate Tigertail Beach March 4, 2006 event and Ms. Reiley distributed the South Florida Birding Trail Guide noting that Tigertail is now on the Great Florida Birding Trail listing.
6. OTHER BUSINESS –
A. Status of Waterways Ordinance
It was noted that the issue has been tabled by the City Council at this time.

8. ADJOURN
The next Beach Advisory Committee meeting is scheduled for Tuesday, April 18, 2006 at 9:00 a.m. – first floor conference room at City Hall.
The meeting adjourned at 11:20 am.
