BEACH ADVISORY COMMITTEE MINUTES
January 17, 2006
1. ROLL CALL
Nancy Richie opened the meeting by announcing that Chairman Steve Ostrow had resigned from the Committee to avoid a potential conflict of interest.
Committee members present: Mr. Richard Adams, Ms. Irene Horowitz, Mr. Ron Minarcini, and Ms. Regina Reiley. Mr. James Peterka and Mr. Jim Snediker were absent.
City staff present: Environmentalist, Ms. Nancy Richie, Public Education and Information Coordinator, Ms. Carol Glassman and Secretary, Ms. Lois Gunter.
2. APPROVAL OF AGENDA
MOTION by Dick Adams to approve the January 17, 2006 Agenda with the addition of discussion of new member appointments to replace members that have resigned, new appointments or reappointment of all members June 1, 2006, and election of an interim chairperson to replace Steve Ostrow . Second by Irene Horowitz. Motion carried 4-0.
3. APPROVAL OF November 15, 2005 MINUTES
MOTION by Irene Horowitz to approve the November 15, 2005 Minutes. Second by Regina Reiley. Motion carried 4-0.
4. COMMITTEE REPORTS
A. Coastal Advisory Committee (CAC) Update – Ron Minarcini reported:
1. Revenue increasing – Marco Island was the only shortfall due to several properties not being active.
2. The Marco South Beach project may now be delayed to November 1, 2006 because of concern about Snook spawning that begins April 1.
The Hideaway Beach project is scheduled for completion January 18, 2006.
Doctor’s Pass project is now complete.
Clam Pass project is in the engineering process.
B. Prepare For Presentation To The City Council – Goals and Accomplishments
Dick Adams accepted the responsibility of preparing a draft for the Committee’s review prior to presentation to the City Council. Carol Glassman offered her assistance.
5. STAFF REPORT –
A. Selection of an Interim Chairperson.
MOTION by Dick Adams that Regina Reiley, the Committee’s Vice-Chairwoman, be appointed Interim Chairwoman. Second by Irene Horowitz. Motion carried 4-0. Ms. Reiley accepted the appointment.
B. Nancy Richie reported that there is no red tide present, and hasn’t been for the past two months. She will sample water quality next week after last sampling in November, 2005.
The Committee discussed the water quality sampling process and proposed the following Motion:
MOTION by Irene Horowitz that the Beach Advisory Committee recommend that the City Environmentalist be authorized to test water quality on a monthly basis and to investigate upgrading equipment for expanding testing profile. Second by Dick Adams. Motion carried 4-0.
6. OTHER BUSINESS –
A. Status of Waterways Ordinance
Discussion is scheduled at the January 17, 2006 City Council Meeting. The next Waterways Committee Meeting is scheduled at 9 a.m. on Monday, January 23, 2006. October 21.
B. Proposed Letter to City Manager – Public Parking at Tigertail Park
The proposed letter was approved by the Committee and signed by Regina Reiley.
7. PUBLIC COMMENT
None.
8. ADJOURN
The next Beach Advisory Committee meeting is scheduled for Tuesday, February 21, 2006 at 9:00 a.m. – first floor conference room at City Hall.
The meeting adjourned at 10:30 am.
