Mission Statement

The Beach Advisory Committee is charged with identifying short and long term issues that impact the beach environment, evaluating potential solutions and recommending policy and practices to City staff for administrative or Council action.

BAC Goals 2006-2007


1.  Establish a systematic monitoring and reporting process encompassing:
(A)     Quality and timeliness of beach maintenance.
(B)     Beach Ordinance compliance issues.
(C)     Water quality.
(D)     Post catastrophe beach assessment.

2.  Education of visitors/residents or Beach Awareness:

(A)     Respecting Beach Ordinance/wildlife.
(B)     Community involvement in protecting and maintaining beach and wildlife features.

3.  Identify critical issues and develop an annual plan that addresses remedies.


BAC Objectives 2006-2007:

1.  Determine and document the components of the existing Beach Maintenance Program by December 19, 2006.  

Action Steps:
a)  Gather data from various sources (e.g. City of Marco Island, Collier County, beach vendors, properties along the beach).  Document  the maintenance activities currently being performed, by whom and when scheduled to be performed.  Complete by September 19, 2006.
b)  Develop a monitoring process and log to track the current maintenance activities.  The log will be used to record beach maintenance activities as they occur.  Complete by October 17, 2006.
c)  Communicate with key beach stakeholders and seek their help in monitoring and recording beach maintenance activities in the monitoring log.  Key stakeholders include virtually everyone along the beach (hotels, condominiums, restaurants, beach vendors, etc.).  This communication will be a letter to each stakeholder asking for their cooperation and providing them with a monitoring log.  Complete by December 19, 2006.
d)  Evaluate maintenance activities and suggest appropriate changes.  Complete by July 1, 2007.


2.  Develop a communication plan to gather and distribute information pertaining to beach activities to all stakeholders by December 15, 2006.

Action Steps:

a)  Develop methodology for collecting data from beach stakeholders for analysis and coordination of beach matters and oversight of     policy and procedures.  Complete by December 1, 2006.

b)  Develop reporting process to distribute BAC and city staff activities and recommendations pertaining to issues arising from stakeholders.

Complete by December 1, 2006.


3.  Develop a communication plan to gather and distribute information pertaining to beach activities to all stakeholders by December 15, 2006.
 
Action Steps:

a)  Coordinate Beach Ordinance with revised Waterway Ordinance and Marco Island Police.  Complete by August 15, 2006.

b)  Submit final draft adopted by the Beach Committee to City Administration for Council adoption and implementation.


4.  Establish Catastrophe (CAT) risk and damage assessment process by September 30, 2006.

Action Steps:

a)  Identify and categorize CAT vulnerabilities and current condition of the beach.  Complete by August 15, 2006.

b)  Develop draft recommendations to mitigate potential damage for BAC discussion and approval recommendations.  Complete by August 30, 2006.

c)  Utilize reporting procedure establish by BAC to provide status to beach stakeholders.  Complete by December 1, 2006.

d)  Post CAT review process to document what mitigation activities worked and what could have been done more effectively.  Update CAT   plan for 2007 season.


5.  Develop and implement an education program focused on Beach Ordinance provisions, beach etiquette and wildlife protection by January 30, 2007.

Action Steps:

a)      Identify sections of the Beach Ordinance that need to be emphasized to residents and visitors.  Complete by November 15, 2006.

b)      Develop a monthly informational article for distribution to the media.  Complete by November 15, 2006.

c)      Develop a process for gathering public input on beach issues that will serve as a sounding board.  Complete by January 15, 2007.

d)      Establish a method to communicate feedback obtained through the communication plan, with stakeholders such as MICA, and         Friends of Tigertail.  Complete by January 15, 2007.
