BEAUTIFICATION ADVISORY COMMITTEE
MINUTES – SEPTEMBER 5, 2007
1. ROLL CALL
Chairwoman Mellinger called the meeting to order at 3:00 p.m.
Committee members present: Sandi Johnson, Joyce Kaelin, M. A. Kline (arrived 3:40), Susan LaGrotta, Syd Mellinger and Barbara Murphy.
City staff present: Dana Souza, Director of Parks and Recreation, Susan Patton, Secretary.
Others present: Michael McGee, McGee and Associates.
2. APPROVE AGENDA
MOTION by Barbara Murphy to APPROVE THE AGENDA AMENDED TO INCLUDE A SPRAY PARK UPDATE. Second by Sandi Johnson. Motion approved 5-0.
3 APPROVE MINUTES
MOTION by Joyce Kaelin to APPROVE THE JULY 11, 2007 REGULAR MEETING MINUTES. Second by Sandi Johnson. Motion approved 5-0.
MOTION by Sandi Johnson to APPROVE THE AUGUST 1 WORKSHOP MINUTES. Second by Barbara Murphy. Motion approved 5-0.
4. PUBLIC COMMENT
There was no public comment.
Chairwoman Mellinger advised the Committee that Richard Tower has resigned due to health reasons and distributed a letter of thanks she sent to Mr. Tower on the Committee’s behalf.
Ms. Mellinger also asked Committee members to submit names of possible replacements for Mr. Tower to Mr. Souza as soon as possible.
5. CONSULTANT/CONTRACTOR – MEDIAN LANDSCAPE MAINTENANCE
A. Mike McGee
Mr. McGee stated that there is sucker growth on many of the street trees that will need to be trimmed in addition to spraying of the tree bases.
Mr. Souza informed the Committee that the City has assumed maintenance responsibility for the section of Collier Boulevard between San Marco Road and Winterberry Drive.
B. Robert Kindelan
There was no report from Mr. Kindelan.
6. COMMITTEE DISCUSSION
A. Banners
The Committee reviewed the final banner proofs and agreed to print the red background banners back to back and the green background banners back to back.
MOTION by Barbara Murphy to APPROVE THE BANNER DESIGNS AS PRESENTED. Second by Susan LaGrotta. Motion approved 6-0.
B. Award Criteria
As a result of discussion on whether or not there was adequate time to organize and launch the Marco in Bloom awards this year the Committee decided the following:
· To begin initial publicity for the awards in January;
· To establish a March 1 deadline for submissions;
· To announce the winners of the competition at the first BAC meeting or City Council meeting in April.
Members also agreed that gardens must be “visible from public spaces.”
C. Tree Ordinance
Chairwoman Mellinger volunteered to work with Mr. Souza to develop a tree ordinance. that would establish a standard of care for public trees and protect the City’s current tree assets.
7. DIRECTOR’S UPDATE
Mr. Souza advised that he has received comments from the public that there are too many Foxtails at the entrance to the island and asked the Committee to evaluate the plantings and give their opinions at the next BAC meeting.
Ms. Barbara Murphy suggested that Mr. Souza could write an article for the paper advising residents that the new trees would grow to be taller than the street lights and that once the braces are removed the boulevard would appear less cluttered.
Mr. Souza also reported on the following beautification matters:
· The new beach access should be opened by the end of September.
· Construction of the spray park should be completed by the end of September.
· There will not be enough funding to replant the entire length of South Collier Boulevard. Planting will start at Collier Court and move north as far as funding permits.
· McGee and Associates will be contracted to design an improvement plan for Leigh P Plummer Park.
· Jane Hittler Park is on schedule for a December completion.
