BEAUTIFICATION ADVISORY COMMITTEE
MINUTES – February 6, 2008



1.  ROLL CALL
Chairwoman Mellinger called the meeting to order at 3:00 p.m.

Committee members present:  Sandi Johnson, Mary Ann. Kline (arrived 3:05), Syd Mellinger, Barbara Murphy, Alan Brown and Susan LaGrotta (arrived 3:05 p.m.)

City staff present:  Dana Souza, Director of Parks and Recreation and Susan Patton, Secretary.

Others present:  Councilman Rob Popoff and David Julian from McGee and Associates.


2.  APPROVE AGENDA

        MOTION by Sandi Johnson TO APPROVE THE AGENDA.  Second by Barbara Murphy.  Motion approved 4-0.


3 APPROVE MINUTES

MOTION by Barbara Murphy to APPROVE THE JANUARY 2, 2008 REGULAR MEETING MINUTES AMENDED TO CHANGE ITEM 4, PUBLIC COMMENT, TO STATE THAT SANDi WILL COMMUNICATE WITH MARCO LUTHERAN CHURCH.  Second by Sandi Johnson.  Motion approved 4-0.

Chairwoman Mellinger announced the resignation of Joyce Kaelin from the committee.  
        
MOTION by Sandi Johnson to REQUEST THAT A LETTER BE SENT TO JOYCE KAELIN THANKING HER FOR HER SERVICE TO THE BAC.  Second by M.A. Kline.  Motion approved 6-0.

        
4.  PUBLIC COMMENT
Councilman Rob Popoff thanked the committee for inviting him to attend the meeting and for their efforts to beautify Marco Island.  Mr. Popoff also thanked Chairwoman Mellinger for attending City Council meetings and vocalizing her support for committee projects in a positive manner.


5.  CONSULTANT/CONTRACTOR – MEDIAN LANDSCAPE MAINTENANCE
A.  Mike McGee
Mr. David Julian distributed a check list for preferred items at Leigh Plummer Park and asked members to complete it for the consultant’s dereference during the design process.  

The Committee reviewed the design for the Tract C&D trailhead to be completed with a $10,000 donation from the Calusa Garden Club.  
   
MOTION by M.A. Kline to ACCCEPT THE PLAN AS PRESENTED MODIFIED TO INCLUDE A SPECIMAN ROYAL PONCIANNA TREE IN THE CENTER OF THE CIRCLE TO BE SURROUNDED AT IT’S BASE BY COLOR COORDINATED BOUGANVILLEAS.  Second by Barbara Murphy.  Motion approved 6-0.

B. Commercial Land Maintenance
There was no report from Commercial Land Maintenance.

Mr. Souza gave a brief update stating that several of the Alexander Palms have died as well as a Foxtail Palm on the north end of Bald Eagle Drive.  Mr. Souza also reported that the renovation of Jane Hittler Park is almost complete and that a formal dedication will be scheduled once outstanding items are finished.    
        

6.  COMMITTEE DISCUSSION
A.  South Collier Boulevard  
The plans for South Collier Boulevard are complete with one major change.  There will be no right of way plantings due to space constraints.  Only the medians will be planted at this time.
B.  North Barfield Design
The 60% completion plans have been submitted to FDOT for review.

C. Garden Club Gift - Tract C and D
The Garden Club Gift and Tract C& D was discussed in Item 5.

D. Greenscape Workshop - January 25, 2008
Mr. Souza reported that the January 25th Greenscape Workshop was a success with in excess of 100 residents in attendance.

E. Orchid Workshop – February 13, 2008
Plans for the February 13th Orchid Workshop are progressing.  M. A. Kline will co-ordinate with Island Garden Center regarding their set-up needs.

F. LDC Revision
A tentative date of March 27th at 1:00 p.m. was set for a workshop to revise the landscape portion of the LDC.  

G. Tree Ordinance
Mr. Souza stated that the acting City Manager requests that discussion by City Council on the tree ordinance be deferred until the new council is seated.  The item will be placed on the agenda for one of the April City Council meetings.


7.  DIRECTOR’S UPDATE
Mr. Souza reported that the beautification maintenance contract is ready to go out for bid.  Mr. Souza explained that the contract is divided into several components allowing for contractors to bid on multiple portions if they chose.  

Allan Brown offered to work with Mr. Souza to review the bids.


8.  COMMITTEE COMMUNICATION
Ms. Sandi Johnson inquired as to who is responsible for the trash collection at the new beach access.

Ms. Johnson also asked about replanting the intersection of North Collier Boulevard and North Barfield Drive.  Mr. Souza suggested that the juniper in Veterans’ Memorial park could be replaced with colorful flowers.  Brick pavers were also suggested for improving the intersection.

Ms. Johnson reported that the Lutheran Church is discussing the possibility of allowing the portion of their property near the bridge to be utilized as public space.

The meeting was adjourned at 4:25 p.m.
