BIKE PATH ADVISORY COMMITTEE MINUTES
January 11, 2008
ROLL CALL
The meeting was called to order at 9:00 a.m.
Committee members present: Al Musico, Phil Kostelnik, Scott Shook and Sally Boyce.
City staff present: Jim Miller, Project Engineer, Jen Lofy, Marco Island Police Department and Leslie Sanford, Administrative Assistant/Grants Coordinator.
The Meeting minutes are recorded and the recordings are available at City Hall. A brief summary of the meeting is as follows.

COMMITTEE PROJECTS/DISCUSSION
Safe Routes to School Grant
Al & Pat Lane scheduled time on Monday, December 18, 2007 to work on the application. The deadline for the application is April 2008. Al Musico's goal is to have the application completed by the February meeting for review by the committee. Sarita Taylor from FDOT has offered to proofread our application. The committee would like to make sections F3 (up Cushing to San Marco) & A2A from the proposed bike route map, the highest priority for these grant funds. Sarita suggested that we put in separate applications for each of our priority sections. The committee must remember that the City must provide matching funds for this grant. We will have to have funds available in the budget for the match portion of these projects. We also need to make sure when we meet with the principals of the schools that we set the expectations for when the
money will become available if we receive the grant. Jen suggested that the Committee may want to approach the Marco Island Charter Middle School Board for support with these projects.
Master Plan
MOTION by Phil Kostelnik to approve Sections 1 to 4 of the Bike Path Master plan. Second by Sally Boyce. MOTION CARRIED UNANIMOUSLY 4-0.
Al Musico will update the plan with the edits that Rony provided and will start working on the Appendix section this week. He will need assistance from City staff to complete the technical section of the document.
Shared Use Path Signs on Collier Boulevard
Discussion was held regarding the use of maintenance vehicles on the Shared Use Path. City staff suggested that the committee write a letter to the Chamber of Commerce requesting their help to notify the businesses on Collier Boulevard regarding this issue. Several of the businesses are using their motorized vehicles on the shared use path. We would need assistance to get the contact information for the condo associations and the businesses along the shared use path. The committee needs to send out formal notification that there is an issue with these vehicles on the path and sharing the path with the Pedestrians and cyclists. We need to educate the businesses and condos along Collier Boulevard that all motorized vehicles must yield and that the walkers and bikers have the right of way.
MOTION to by Scott Shook to approve the selection of Sign #1 from prototype for use on the Shared Use Path. Second by Sally Boyce. MOTION CARRIED UNANIMOUSLY 4-0.
Short Term Projects
San Marco Road
Signs for San Marco Road have been ordered. The lane from Dogwood Drive East to the Goodland Bridge has been cleaned up and edged. The City contacted the contractor from last year and they will honor their quote for the striping along San Marco from Dogwood to the Goodland Bridge. They are going to install Thermoplastic striping and pavement markers. Hopefully the work will be completed in the next few months. The funding (approximately $23,000) will come out of the Bike Path budget account.
Winterberry Drive
Committee members will ride the Barfield and Winterberry Drive bike lanes to help determine where signage should be placed. They will mark on a map and report back to Jim Miller.
Work is progressing on the bike lanes. The lanes will be completed after they do the final overlay. In the future, the South side of Winterberry from Sasso's to the 7-11, the contractor will extend the bike lane. There is an issue with the bike lane on Winterberry at Landmark, North side of the street; there is no transition from the bike lane to the shared use path. The bike lane cannot be continued up to Collier Boulevard because of the turn lanes. There is no connection, the lane abruptly stops. We need to show the transition from Bike Lane to Shared Use Path. We need to blend from the bike lane to the Shared Uses Path. Staff will investigate our options to make a smooth transition at this location.
Barfield Drive
The bike lanes on Barfield Drive are progressing well. The Contractor is responsible for striping and lane markings. The bike lane from the Barfield Bridge to Collier Boulevard will be completed in about 1 month. After the contractor has completed the lane, he will do the striping and Bike Lane pavement markings and Jim Miller will order the signs.
Bald Eagle Drive
Plans were brought to the meeting for review by the committee.
South Collier Boulevard
Due to space limitations, the shared use path will be 6 foot in this area.
Bike Rodeo - Jen Lofy
Jen Lofy from the Marco Island Police Department needs volunteers for the Bike Rodeo to be held on January 19th. They are holding a combined bike rodeo and bike ride. They will also have a bike registration table, helmet fitting and bike check. Jim Miller will contact Sarita Taylor to see if FDOT can help out with free helmets. Jen also needs assistance from the committee in creating the route for the bike ride. The committee will write a formal letter to the Chief of Police to request a member of the Marco Island Police Department become a member of the Bike Path Ad-Hoc Committee.
OTHER BUSINESS
The Committee members would like to hold another public workshop to accomplish the following two objectives.
1. Show the 2 charts to the public and show them what has been accomplished.
2. Solicit public input for the next set of priorities for the biking community.
The committee will hold a 2 day workshop -Friday night, March 28, 2008 from 5 PM to 8 PM and Saturday, March 29, 2008 from 10 AM to 3 PM at Mackle Park. Staff has reserved the room at Mackle Park.
The committee will work on updating the questionnaire and refining some of the questions.
