BIKE PATH ADVISORY COMMITTEE MINUTES
February 8, 2008
ROLL CALL
The meeting was called to order at 9:00 a.m.
Committee members present: Al Musico, Phil Kostelnik, Pat Lane, and Sally Boyce.
City staff present: Jim Miller, Project Engineer and Leslie Sanford, Grants Coordinator/ Administrative Assistant.
The Meeting minutes are recorded and the recordings are available at City Hall. A brief summary of the meeting is as follows.
APPROVE AGENDA
MOTION by Phil Kostelnik to approve the agenda. Second by Sally Boyce. MOTION CARRIED UNANIMOUSLY 4-0.

COMMITTEE PROJECTS/DISCUSSION
Safe Routes to School Grant
The deadline for the application is April 30, 2008. Sarita Taylor from FDOT has offered to proofread our application. Al and Pat have completed 8 separate applications. At this point, they need maps and costs for the applications. Jim Miller will work with Don Blalock to get the maps. Jim Miller will work on the costing for each section. The committee hopes to have the applications ready for review by the end of March, so that they can be sent to Sarita for review. Each Committee member will get letters from community groups (YMCA, Parks & Recreation Department, Chamber of Commerce, Police Department, etc.) to add to the applications. We also need photos of the existing conditions for the applications.
Master Plan
Al Musico is working on the summary section. Jim Miller will begin work on the technical section of the document.
Shared Use Path Signs on Collier Boulevard
The current signs on the Shared Use Paths are confusing and the Committee has selected a new sign. Jim Miller thinks that these signs should be presented to City Council for opinion. Jim will check with Rony Joel to see how this issue should be approached.
Short Term Projects
San Marco Road
Staff will check on the status of the striping from Dogwood to the Goodland Bridge.
Winterberry Drive
The Committee would like to work on the transition of the bike lane at Landmark Street. There is not a good transition from the bike lane to the sidewalk. The Committee needs to review the placement of the signs. The general rule for the signs is every ½ mile and at intersecting roads.
Barfield Drive
Striping will be done sometime in April, after the final overlay is completed. Scott and Phil rode the route and mapped out the placement for the signs.
Bald Eagle Drive
The design for this path is finished and construction will begin after season is over.
South Collier Boulevard
Reuse lines are currently being installed. When the installation is complete, they will restore the right-of-way and put in the 6 foot sidewalk.
PUBLIC COMMENT
Peter Hutchings attended the meeting to discuss ideas with the Bike Path Committee. His family has had property here since the early 70's. He currently lives in Martha's Vineyard and is an avid bicyclist. He has been riding down here a lot and noticed that there was a lot of infrastructure work going on and wanted to make sure that Bike Paths are part of those improvements. Peter commented on the progress that has been made and pointed out a few general considerations for the Committee's use.
OTHER BUSINESS
Report from January MPO-PAC meeting
At the January meeting Jim Miller recognized Sarita for her help with the Marco Island Police Bike Ride and Rodeo on February 19th. She also stated that she had some headlight/taillight combinations available as giveaways. Jim Miller will contact Sarita to see if she would like to come down to Marco Island for the Public Workshop on March 28th and 29th.
Public Workshop
The committee will hold a 2 day workshop -Friday night, March 28, 2008 from 5 PM to 8 PM and Saturday, March 29, 2008 from 10 AM to 3 PM at Mackle Park. Staff has reserved the room at Mackle Park.
The committee will work on updating the questionnaire and refining some of the questions at a workshop on February 22, 2008.
