BIKE PATH ADVISORY COMMITTEE MINUTES

March 21, 2008



ROLL CALL

The meeting was called to order at 9:00 a.m.

Committee members present: Al Musico, Phil Kostelnik, Sally Boyce and Scott Shook.

City staff present: Jim Miller, Project Engineer, Tim Pinter, Senior Project Manager and Leslie Sanford, Grants Coordinator/Administrative Assistant.

The Meeting minutes are recorded and the recordings are available at City Hall. A brief summary of the meeting is as follows.

MOTION by Phil Kostelnik to approve the agenda. Second by Sally Boyce.  MOTION CARRIED UNANIMOUSLY 4-0.

COMMITTEE PROJECTS/DISCUSSION

Short Term Projects

Bald Eagle Drive

Tim Pinter, Sr. Project Manager provided the committee with a plan review for the proposed shared use path on Bald Eagle Drive. The path will be on the westerly side, from San Marco Road to Elkcam Circle. The project is being done in conjunction with LCEC - the City will give LCEC the easements and in return, they will fund 90% of this project. The path will be on the west side of the street as that is where the LCEC light poles are and there are fewer street crossings on that side of the road. The City will construct an 8 foot sidewalk. The sidewalk will meander around several existing light poles. Al questioned what it would cost to extend the path north from Elkcam (at the 7-11) to the Bank.  That is a section of sidewalk that was not widened with the Collier Boulevard project. It was noted that this section does need to be completed. But due to limited funding it probably will not be completed with the Bald Eagle project. City staff suggested that the Committee add that section on as a short term project, that if funding becomes available we will be able to complete that section at a later date. Due to limited funding, we need to pick our priorities for the money that we do have available.

South Collier Boulevard

The reuse lines are being installed on the East side of the street until the street curves around the bend then the lines will be switched to the West (South) side of the street all the way down past Caxambas Park. The City will receive grant funding from SFWMD to assist with the installation of the reuse water lines. Along with these lines, the City will replace the current sidewalk with a six foot sidewalk. The project should be completed by July 2008.


Winterberry Drive & Barfield Drive

Phil rode the new bike lanes on Winterberry Drive and said they were great. Scott Shook inquired as to the striping and marking on the bike lanes on Winterberry Drive and North Barfield Drive. Jim Miller told the committee that the contractor has to wait 30 days until the asphalt cures and then the bike lane markings will be put on the pavement. The City will use paint as opposed to thermo-plastic striping, because the striping can be bumpy and slippery. Bike Lane signs will be added after striping is complete.


Safe Routes to School Grant
        
Jim Miller has reviewed the package that Pat Lane dropped off and he also worked with Don Blalock to create the supporting maps and drawings. We plan to get the application to Sarita at FDOT for pre-submission review. Jim Miller indicated that we need to concentrate on one application. Staff does not have the time at present to process all the information for 8 applications. He suggested that we concentrate on the 1st application.

We have support letters from the Bike Club and the Parks & Recreation Director. Al is getting a letter from the Police Department and will draft a letter from the Bike Path Committee. We will ask Sarita if there are any other organizations that we should request letters from. Jim plans to get the application to Sarita for review during the first week of April.

We also received a letter of support from the YMCA; however this letter focused more on the problems at the San Marco/Sandhill Intersection. Sally Boyce spoke with Cindy Love at the YMCA. She feels that the majority of the kids, especially the older ones, cross San Marco at Sandhill. They do not go up to the school zone cross walk. She feels it is a major safety concern as there have been many close calls. At a minimum, 80 kids walk to the YMCA after school. The committee discussed forwarding the YMCA letter to the Police Department for review and action.


MASTER PLAN

Al had an opportunity to go in front of the Planning board and do an informal briefing regarding the Bike Path Committee and their Master Plan. He said that the briefing was well received and the Board welcomed the Committee back when the Master Plan is completed.

OTHER BUSINESS

Public Workshop

The workshop will be held 03/28/08 and 03/29/08. The press release is posted on the website and has been sent to the Marco Island Sun Times and the Marco Eagle for publication. We have produced 2 sets of large maps and 50 small maps of the proposed bike routes. Al requested 50 copies of the questionnaire. The committee members should do a quick 5 minute review with the public and then help them to fill out the questionnaire.

The next regular meeting is scheduled for April 11, 2008 at 9:00 a.m. at City Hall 1st floor.
