BIKE PATH ADVISORY COMMITTEE MINUTES

April 11, 2008



ROLL CALL

The meeting was called to order at 9:00 a.m.

Committee members present: Al Musico, Phil Kostelnik, and Sally Boyce.

City staff present: Jim Miller, Project Engineer and Leslie Sanford, Grants Coordinator/Administrative Assistant.

The Meeting minutes are recorded and the recordings are available at City Hall. A brief summary of the meeting is as follows.

MOTION by Phil Kostelnik to approve the agenda. Second by Sally Boyce.  MOTION CARRIED UNANIMOUSLY 3-0.

COMMITTEE PROJECTS/DISCUSSION

Safe Routes to School Grant

The Safe Routes to School Grant application was forwarded to Sarita Taylor at FDOT for review; she said she will get back to us the week of April 24, 2008. We have 4 letters to include with the application; the Police Department, Parks and Recreation Department, the Bike Club and the Bike Path Committee letter. We need the letters from the schools. We also need to get signatures from the MPO, the School Principal, and the Bike Path Committee Chairperson. Jim Miller suggested that we run through the checklist that is included with the application so that we can make sure that we have all the proper pieces for the application. The total cost of the project came in at $227,000. During the meeting Officer Lofy brought the letter from the schools to be included in the application.

The Tahiti section is not included in this project for Application #1. Al wants to make sure that the section of Tahiti that hooks up to San Marco Road at Sandhill is not forgotten. It is very important that this section is addressed because many of the middle school kids cross at that intersection as opposed to going to the crosswalk at Cushing and it is very dangerous.

MASTER PLAN

Al was waiting for the results of the surveys from the 2008 Public Workshop to complete the Community Forum section of the Master Plan. He was hoping to combine the information from 2007 and 2008 for the section. The 2008 workshop was not well attended. Committee members stated that there were several scheduling conflicts and they felt there was not enough media exposure (press releases versus articles/advertisements). Al suggested that next time a workshop is held, that the committee work with the City to send out an email blast. The committee would like to hold another workshop in November when more of the seasonal residents return to the island. Al will proceed with the Community section of the Master Plan and work with Jim Miller on the technical specifications section.

Short Term Projects

San Marco Road

There is some possibility that the section of the road form Dogwood to the Goodland Bridge may have to have an asphalt overlay. Therefore, it makes no sense to stripe the road now if the City will be placing an overlay. At the Budget meeting in May, it will be decided if a new overlay will be put in place.

Winterberry Drive & Barfield Drive

The striping should begin at the end of the month of April. The City will order the signs after the striping is completed. Jim Miller said that the contractor would prioritize the bike lane pavement markings at intersections, but would otherwise be placed every 600 feet. Al said that he would ride Winterberry to mark the placement of the signs and Phil offered to ride Barfield to mark the placement of the signs. Phil mentioned that some of the drainage grates on Barfield Drive at North Bahama should be placed in the opposite direction so that a bicyclist can ride over the grate as opposed to into the grate. Leslie will ask the Streets Department to look into the situation to see if the grates can be turned around.
