BIKE PATH ADVISORY COMMITTEE MINUTES
May 9, 2008
ROLL CALL
The meeting was called to order at 9:00 a.m.
Committee members present: Al Musico, Phil Kostelnik, Pat Lane and Sally Boyce.
City staff present: Jim Miller, Project Engineer and Leslie Sanford, Grants Coordinator/Administrative Assistant and Councilman Chuck Kiester.
The Meeting minutes are recorded and the recordings are available at City Hall. A brief summary of the meeting is as follows.

MOTION by Phil Kostelnik to approve the agenda. Second by Pat Lane. MOTION CARRIED UNANIMOUSLY 4-0.

COMMITTEE PROJECTS/DISCUSSION
Safe Routes to School Grant
City Staff sent the application for the Safe Routes to School grant to FDOT. FDOT said that they are expecting around 50 applications in our district. We will hear back in October or November of 2008. We will continue to apply for Safe Routes to School funding in the upcoming years.
MASTER PLAN
Al will proceed with working on the Appendix section of the Master Plan and will work with Jim Miller on the technical specifications section. Al would like to have a target date of the June meeting for some generic details for the technical specifications section of the plan. The committee is anxious to get the Plan in front of the planning board and ultimately the City Council, so that the various departments can coordinate their projects.
Also, it was noted that the Proposed Bike Route map needs to be updated. Currently Section E4, Barfield Drive in the estates section is a bike lane. The lane will be added to that section of the road as part of the STRP project. We need to change that section from a shared use path to a lane. Then on Barfield from Inlet to Winterberry we need to add a shared use path (that section will have a path and a lane).
Pat Lane mentioned that he was on Florida's East Coast and the town had put red traffic bumps on the white line that divide the Bike Lane and the traffic lanes to keep the cars from veering into the bike lanes. In the future, it may be a good idea for Marco to incorporate the red traffic bumps in problem areas on our roads with bike lanes. We will get tipped off by where the paint is wearing off of the sides of the road.
Short Term Projects
San Marco Road
The section of San Marco Road from Collier Boulevard to Heathwood Drive will be worked on in conjunction with the Lamplighter Sewer District. There is some possibility that the section of the road from Dogwood to the Goodland Bridge may have to have an asphalt overlay. Therefore, it makes no sense to stripe the road now if the City will be placing an overlay. At the Budget meeting it will be decided if a new overlay will be put in place.
Bald Eagle Drive
There is no update at this time on the shared use path on Bald Eagle Drive. City staff did mention that bike lanes will be added on Heathwood from San Marco Road to Winterberry as part of the STRP project. But it was suggested that we also add a shared use path to that section of the road. The committee would like to check with the Parks and Recreation Department to see what the plans are for developing the corner of San Marco Road and Heathwood and what the plans are for Mackle Park upgrades so that the projects are not in conflict.
Winterberry Drive & Barfield Drive
The bike lane pavement markings have been completed. Phil rode Barfield Drive and reported back to the committee for the placement of signs. Al Musico will ride Winterberry Drive and report back for sign placement.
Transitions
There are several areas on the island where the transition from the bike lane to the path is not smooth; for example, the sidewalk from Mackle Park Driveway to Heathwood, and at the end of the Bike Lane at Winterberry and Landmark. It was suggested that if there is money in the Bike Pathways account that some of the funds be used to complete the small projects and the connections. The committee needs to make a list of the small projects and then find the funding to complete the projects. City Staff was asked to calculate the per foot cost for a bike lane and for a bike path. The committee would like to be able to figure the costs of the small projects.
PUBLIC COMMENT
OTHER BUSINESS
The committee suggested that City staff check into pricing for small signs to go at the bottom of the stop signs that warns vehicles that bicycles are crossing.
MOTION by Al Musico to appoint Pat Lane Vice Chair. Second Phil Kostelnik. MOTION CARRIED UNANIMOUSLY 4-0.
At the May MPO meeting, Sarita Taylor announced the FDOT is purchasing a Bike Rodeo trailer that will reside at the County and that it will be available for Marco Island's use when we hold a bike rodeo. The trailer has cones, bikes, helmets, etc. for use at a bike rodeo.
The reporter from the Sun Times asked Sally to ask the Bike Path Committee what question the committee would like to ask the public to appear in the newspaper. It was suggested that the paper ask about the new bicycle friendly improvements. Sally also suggested to the reporter that the newspaper publish a story on bicycle education. At the June meeting, the committee will create a list of tips so that they can get publish in the newspaper.
