City Council
WORKSHOP MEETING - YMCA - NOVEMBER 19, 1997 - 2:00 P.M.

The meeting was called to order at 2:00 p.m. by Chairman Harry Cowin. Council Members present were Councilwoman Ruth Schuler, Councilman Ed Day, Councilman John Soldenwagner, Councilman David Brandt and Councilman E. Glenn Tucker. ABSENT - Councilman Kjell Pettersen. Also present was Attorney Ken Cuyler and Pat Berry, Interim Assistant City Clerk.

Chairman Cowin read criteria for workshop meetings. Cowin to obtain additional copies of manual for Council Members.

2. Agenda Items for November 24, 1997 business meeting were reviewed.

Councilwoman Schuler and Councilman Brandt announced that they will be
absent from the November 24th meeting.
Chairman Cowin reviewed the Minutes of the November 11th meeting, submitted by the Naples City Clerk.

Attorney Cuyler agreed to prepare a resolution concerning retaining Mr. Cuyler for legal services. Mr. Cuyler stated he will be available to the City of Marco Island for as long as he is needed.

The Council discussed criteria for the new City Manager. Priorities included
1) familiar with Florida State Laws; and 2) Start-up experience.

Search Options were discussed by Councilman Day. Three managers will hold the position in the following capacity - Temporary Interim City Manager
- Interim City Manager
- Permanent City Manager

Skip Camp will begin as Temporary Interim City Manager on Friday, November 21st. The goal is to employ an Interim City Manager within three weeks. Direction and possibilities were discussed.

Councilman Day suggested the Search Process be conducted by the Collier County Human Resources Dept., with screening process to be conducted by the Advisory Committee, and final decision by the City Council.

Chairman Cowin reported on the Range Rider Program available through the Florida League of Cities. Tony Shoemaker will address this possibility at the Council meeting November 24th. Authority of the Temporary Interim City Manager was discussed.

A suggestion was made that meetings alternate day and night to accommodate the public. After discussion it was agreed that business meetings would continue every Monday evening, with workshop meetings on Wednesday afternoons.

Councilwoman Schuler expressed concerns over pending existing variances. Cowin agreed to furnish a listing of the pending variances to all Council Members, to be addressed at a future meeting. Bob Mulhere, Collier County, will discuss zoning issues at the November 24th meeting.

A suggestion was made that a letter be drafted to the County Commissioners asking for a revision to the present ordinance and allow Marco Island City Council a seat on the Tourist Development Council and the Metro Planning Agency. Cuyler agreed to follow up on this.

Advisory Committee criteria were discussed. It was agreed that a seven person maximum/3 person minimum would be required for the committees. The procedure of selection was discussed. All agreed that a cross-section of people is important to these committees. November 28th is the deadline date for resumes to be accepted for the advisory committees.

The fire department budget was discussed. It was noted that budget amendments can take place at any time. The 1997-1998 Fire Department Budget has been adopted and operating. Expansion items over $1000 will be referred to the Council.

Cable franchise fees were discussed. Several options are available and will be reviewed in detail before any final decision is made.

OPEN DISCUSSION -

Councilman Tucker suggested screening local applicants for the City Manager position prior to conducting national search.

Councilman Tucker further suggested a para-legal concept for legal services along with the Attorney.


PUBLIC COMMENT -

A question was raised regarding the Fiddler's Creek issue. This item will be addressed by Bob Mulhere, Collier County, November 24th.

Rich Nelson, Marco Island Representative Planning Committee, suggested public comments be addressed at the beginning of the meeting.

As there was no further business to discuss, the meeting adjourned at 3:50p.m.
