City Council Special-Called Meeting – June 26, 2000 – 6:10 p.m.
Chairman Cowin called the meeting to order and presided.

BUSINESS
(A) ORDINANCE – First Reading – An Ordinance to Adopt the Comprehensive Plan – Transmittal of Plan for DCA Review (continued from the June 19, 2000 City Council meeting.)
(Editorial History: The State of Florida requires all new municipalities to develop and adopt a Comprehensive Plan within three years of incorporation. Over the past two years the Marco Island Planning Board, acting as the Local Planning Agency (LPA), has been working toward the development of a plan that meets minimum state requirements. On Thursday, June 8, 2000 the Planning Board held a public hearing and voted to send the Plan to City Council with a recommendation for approval.
At the June 19, 2000 meeting City Council was presented with an ordinance to adopt the Marco Island Comprehensive Plan. After an overview presentation of the Plan by staff some Council members expressed concerns with the scope of the Goals, Objectives and Policies contained in the Plan, and whether some of the entries contained in the Plan exceed minimum state requirements or prior Council direction. Council voted to continue this matter to allow Council members additional time to review the Plan and to share comments with staff. Prior to the special-called meeting of June 26th, Council met to discuss the Plan at an advertised workshop.)

Mr. Moss read, by title only, the Ordinance Adopting the Marco Island Comprehensive Plan. There were no public speakers.
Mr. Moss reminded Council that changes to the ordinance that were agreed to at the workshop held prior to the meeting will be incorporated into the final document. (Ed. Note: The above referenced changes are contained in their entirety in the City Council Comprehensive Plan Workshop Minutes of June 26, 2000.)
MOTION by Vice-Chair Schuler to ADOPT ON FIRST READING, THE ORDINANCE ADOPTING THE MARCO ISLAND COMPREHENSIVE PLAN, AS AMENDED. Second by Councilman Tucker. Motion carried 6-0.
(B) DISCUSSION – Award of Contract for Median Landscaping Maintenance.
(Editorial History: Staff received five (5) sealed bids for continuance of professional maintenance services for the city’s landscaped medians, historical markers, bridge locations, and associated areas. On June 12, 2000 and June 21, 2000, the Beautification Committee received formal presentations from the three lowest bidders. As a result, Commercial Land Maintenance was rated by the Beautification Committee and staff as the lowest and most qualified bidder.)
MOTION by Chairman Cowin to AWARD A CONTRACT TO COMMERCIAL LAND MAINTENANCE IN THE AMOUNT OF $318,905, AND AUTHORIZE THE CITY MANAGER TO PROCESS AND EXECUTE THE AGREEMENT. Second by Councilman Minozzi. Motion carried 6-0.
