City Council Comprehensive Plan Workshop – June 26, 2000 – 3:30 p.m.
Chairman Cowin called the meeting to order and presided.

ROLL CALL

All Present, except Councilman Pettersen who was absent.

BUSINESS
                
(Editorial History:  At  City Council meeting of June 19, 2000, Council agreed to meet in a workshop session to discuss elements of the Marco Island Comprehensive Plan.)

Following presentations by Community Development Director Greg Niles and Mr. Henry Iler,  the City’s comprehensive plan consultant, Council agreed to incorporate the following changes to the Marco Island Comprehensive Plan, prior to submission:

FUTURE LAND USE ELEMENT

Revise Objective 1.9 to read as follows:

The City will assist in the identification of areas of the community that may be eligible as CDBG (Community Development Block Grant) project sites or redevelopment districts to address deficiencies related to use of land, nonconformities, and infrastructure.

Revise Policy 1.9.1 to read as follows:

Upon Plan adoption the City will support concerned neighborhood and/or business groups interested in pursuing potential CDBG or redevelopment district
status for their respective neighborhood/business areas, and further will assist such groups with the inventory and analysis of site conditions as a precursor to qualification as a CDBG/redevelopment district.

Measurement:    Efforts to qualify candidate sites as CDBG projects or redevelopment districts subsequent to Plan adoption.

Policy 1.9.2 will be revised as follows:   

The City shall actively participate in joint planning efforts with private individuals to expedite the review of candidate CDBG or redevelopment project sites.

Measurement:  Coordination between the City and interested private parties to advance qualifications of potential project sites.

Policy 1.9.3 shall be DELETED in its entirety.

Policy 1.9.4 will remain as presented, re-numbered to be policy 1.9.3.

Policy 1.10.3 will be revised to eliminate the second sentence concerning the allocation of funds to match grant applications.

Policy 1.12.1 will be changed to read:

“Within five years of Plan adoption…”  The accompanying measurement will reflect the five-year horizon.

Policy 1.12.2 will be DELETED in its entirety.

Policy 1.12.5: delete “expanded library facilities” from policy statement.


TRANSPORTATION ELEMENT

General note:  Will use Right-of-Way report in lieu of Master ROW Plan throughout Plan.

Objective 1.6:  Will be revised as follows:

Incorporation of recommended improvements contained in the bridge analysis study that will enhance bridge safety and capacity into future capital improvement budgets.

Policy 1.6.1 will be DELETED in its entirety.

Policy 1.6.2 will be renumbered to 1.6.1 and beginning in FY2001.

Objective 1.7:  change diligent to diligence.

Policy 1.7.3:  remove expression “fast tracking.”

Policy 1.7.4:  revise to read:

… the City will request FDOT prepare a preliminary …

HOUSING

Objective 1.4 and Policies 1.4.1 through 1.4.3 will be revised throughout as follows:

… group, assisted living, and foster care homes … [eliminate reference to facilities]

Policy 1.5.3 will be DELETED in its entirety.  [reference to redevelopment districts found in future land use element]


INFRASTRUCTURE

Potable Water

Objective 1.5 revised to read as follows:

The City will continue efforts toward utility acquisition.

Policy 1.5.1 revised to read as follows:

The City will continue consideration of acquisition of the potable water system from its current owner/operator.

Sanitary Sewer

Policy 1.3.1 will be made Policy 1.3.3  [policies reversed] and revised to be within 5 years of Plan adoption. Policy 1.1.4 was mislabeled, and will become Policy 1.3.2.

Measurement: implementation of water quality testing within 5 years of Plan adoption.

Stormwater Management

Policy 1.3.2 will be revised to read as follows:

Upon Plan adoption the City of Marco Island will coordinate with Collier County Health Department to request FDEP to conduct bi-annual water quality tests in and adjacent to waterways for bacteriological information for public notification.  The test will determine fecal coliform and fecal strep counts and also determine the source if results are positive.  The tests will be taken in areas with high concentrations of septic tanks, areas with all units connected to sewer, areas with limited development, and areas far enough away from septic tanks to provide baseline data.  The test results will be made available to the public.

Policy 1.3.3 will be DELETED in its entirety.


CONSERVATION AND COASTAL MANAGEMENT

Policy 1.2.1 will be replaced with Policy 1.3.2 to read as follows:

Policy 1.2.5 as presented will be DELETED.

Policy 1.2.1 will become Policy 1.2.5 with the time frame of 5 years.

Policy 1.5.4 will be DELETED.

Policy 1.5.5 will be DELETED.

Policy 1.6.1 will be revised to read as follows:
        
After plan adoption the City will pursue grant opportunities for preservation of natural areas.

Policy 1.6.2 will be DELETED.

Policy 1.6.3 will be revised to read as follows and renumber Policy 1.6.2:

The City will participate, to the extent consistent with the Comprehensive Plan, with other entities involved in the improvement and preservation of surrounding ecosystems.    

Policy 1.7.4 will be DELETED.  The measurement under Policy 1.7.1 will include as a second sentence, “ Annual number of infractions investigated by non-City entities related to endangered or threatened species.”

Policy 2.3.4 will be revised to 5 years and the elimination of dimensional requirements.

Policy 3.1.4 eliminate expression “fast tracking” from policy and measurement.


PARKS AND OPEN SPACE

Policy 1.2.1 revised to read as follows:

Upon Plan adoption the City will investigate vacant property on Marco Island that could be suitable for future park or community/cultural center.

Policy 1.2.2 will be DELETED in its entirety.

Policy 1.2.3 replace neighborhood park with passive park.

Policy 1.3.2 will be presented as follows:

Continuation of the sidewalk assessment program to provide a complete sidewalk network adjacent to arterial and collector roads by 2005.  *Portions of CR 92 east of Barfield Drive are not envisioned as part of the desired sidewalk network.  

Policy 1.3.3 will be revised to 5 years and will eliminate dimensional requirements.

Policy 1.4.4 will be DELETED in its entirety.

CAPITAL IMPROVEMENT:    Proposed improvements will be modified pursuant to direction provided by City Council.



PUBLIC COMMENT

Dr. Fay Biles, 1588 Heights Court, expressed support for the proposed changes.

Mr. Rich Nelson, Chairman of the Marco Island Planning Board, commented that the Planning Board wanted the comprehensive plan to be meaningful, consequently, Mr. Niles included many elements at their direction.

Mr. Bob Ayling, Chairman of the Park & Recreation Advisory Committee, questioned the need to re-title the “master plans” as “studies.”
