BUSINESS
(A) DISCUSSION Financial Management Policies.
(Editorial History: City Council requested a workshop to discuss the following areas of budgeting and financial management: emergency funds policy; operating reserves policy; capital projects; and revisions to the Spending Cap following the approval of the September 10, 2002 referendum.)
Following a lengthy discussion on existing financial management policies established by previous Councils, and the affect of September 10, 2002 referendum upon the calculation of the spending cap, City Council confirmed previously established policies and proposed new policies. Further, Council directed that the base year for the revised spending cap calculation be computed on the FY02 budget, rather than the FY03 budget.

Citizens expressing disagreement with Council s application of the spending cap and requesting that the spending cap and budgets for prior years be recalculated and restated:
