City Council Workshop Meeting – May 9, 2003 – 9:00 a.m.
Chairman Minozzi called the meeting to order and presided.

BUSINESS
(A) DISCUSSION – Five-Year Capital Improvement Program (CIP)
Executive Summary
City Manager Bill Moss advised Council that the Five-Year Capital Improvement Program being presented includes $33,124,000 of infrastructure maintenance and improvement projects over the next five years. The current tax levy of l.69 mills will finance both the operations of the city and the capital improvement program for FY2004.
Finance Department
Finance Director Bill Harrison reviewed for Council the sources of revenue, revenue assumptions, the calculation of the spending cap, and the proposed Capital Projects Budget Amendment for Fiscal Year 2003. Further, Mr. Harrison recommends that Council consider the use of reserves as a future means of extinguishing debt.
Public Works Department
Public Works Director Vladimir Ryziw provided Council with an overview of the capital projects listed in the following categories:
1. Stormwater Drainage
2. Beach and Waterways
3. Bridge Improvements
4. Intersection Improvements
5. Roadway Improvements
6. Streetscape Improvements

Public Comment
Mr. Tim Gorman, 931 Montego Court, requested that Council consider funding the redevelopment of Elkcam Circle.
Ms. Fay Biles, 1588 Heights Court, stated that the 5% projected for growth is underestimated and that priority projects should not be delayed in order to build a police station. Further, she agrees with the Finance Director's recommendation that future reserves be used to pay off debt.
Community Development Department
Community Development Director Greg Niles provided Council with an overview of the proposed Tracts C & D Pathway, the proposed sidewalk expansion for the Leland Way - YMCA Pathway, and his recommendations for improved parking in the Elkcam Circle Overlay utilizing open rack vehicular parking structures.
Recreation Department
Recreation Coordinator Dana Souza reviewed for Council the current condition of the City's parks and his recommendations for future improvements.

Fire Department
Fire Chief Michael Murphy reviewed future capital expenditures that will be needed for improvements to the main fire station, repairs to the training fire station building, and the proposed future lease/purchase of an advance life support aerial fire apparatus.
Police Department
Police Chief Roger Reinke provided Council with an overview of the proposed construction of a building to house the Police Department and provide City Council with a meeting facility.
Following discussion, council members agreed to the following:
· Schedule the conclusion of the workshop, including the discussion of individual projects, at the next City Council meeting to be held on May 19, 2003;
· Reconsider adding the Sewer Utility Fund back into the calculations for the Fiscal Year 2004 Spending Cap.

Public Comment
Ms. Kathy Gorman commented that correcting drainage problems on the island are important to mosquito control.
