City Council Special-Called Meeting – August 16, 2004 – 4:00 p.m.
Chairwoman DiSciullo called the meeting to order and presided.

BUSINESS

(A)     Review of FY05 Utilities Operating Budget.

(Editorial History:  On November 6, 2003, the City of Marco Island acquired the water and wastewater assets of Florida Water Services, Inc.  As part of the acquisition process the firm of Public Resources Management Group was retained to conduct the financial feasibility analysis and to assist in the development for the first budget for the utility as a City operation.  The proposed 2005 budget is based on projections of actual 2004 expenditures and will allow for property management oversight during the course of the new fiscal year.)

Finance Director Bill Harrison reviewed for Council details of the utility operating budget, including 2005 revenues and expenditures, projected 5-year revenues, and cost allocations for administrative services.  Utilities Director Jake Rohrich presented details regarding departmental operations and staffing.

Public Comment

        Dr. Fay Biles, 1558 Heights Court, inquired about the number of homeowners paying their water bills by computer versus by mail.

(B)     Status Report – Utility Master Plan.

(Editorial History:  Mr. John Darmody of MWH Americas, Inc. continues to work with staff on the development of a five-year capital improvement program for the Utility.  The final draft of the Utility Master Plan is scheduled to be delivered for review by City Council in October, 2004.)

Mr. John Darmody of MWH Americas, Inc. reviewed the current status of the Utility Master Plan and responded to Council’s questions.

There being no further business to come before Council, the meeting adjourned at 5:30 p.m.
