City Council Meeting – April 4, 2005 – 6:00 p.m.


Chairwoman Kelber called the meeting to order and presided.

APPROVAL OF AGENDA

MOTION by Councilman Minozzi to APPROVE THE AGENDA. Second by Councilwoman DiSciullo.  Motion carried 7-0.


APPROVAL OF CONSENT AGENDA

        (A)     Council Minutes for March 21, 2005
        (B)     Approval of Hideaway Beach Renourishment Agreements

MOTION by Councilman Tucker to APPROVE AND ADOPT THE CONSENT AGENDA.   Second by Councilman Minozzi.  Motion Passed 7-0.  


PRESENTATIONS

Recognition of Councilwoman Terri DiSciullo for Service as Council Chairwoman.

On behalf of City Council, Chairwoman Kelber presented a plaque to Councilwoman DiSciullo for her service as Chairwoman.

        BUSINESS

(A)     DISCUSSION – Rename Park at North Barfield and North Collier Boulevard.

(Editorial History:  Following City Council’s March 7 decision to name the “Glon” property “Veteran’s Community Park,” City Council placed the topic of renaming the park currently known as “Veteran’s Memorial Park” on the March 2, 2005 Council meeting agenda.  On March 21 the subject was deferred to the April 4, 2005 meeting.)

MOTION by Vice-Chair Arceri to DIRECT  THE PARKS AND RECREATION COMMITTEE TO PROPOSE A PROCESS, INCLUDING CRITERIA AND TIMING, FOR THE RENAMING OF “VETERAN’S MEMORIAL PARK.” Second by Councilwoman DiSciullo.  Motion Passed 7-0.  


(B)     DISCUSSION – Summary of Fertilizer’s Impact upon Surface Waters.

(Editorial History: On March 7, Vice-Chair Arceri proposed, and City Council agreed to request that staff prepare a report containing a summary of the impact fertilizers have upon the surface waters.  Based on data presented and analyzed that included a one year study began in October 1995 of bimonthly sampling to determine a base line assessment for bacteria and nutrients, and a surface water quality monitoring program implemented in February 2001, City Staff believes additional surface water testing measures are not needed at this time.)

Environmentalist Nancy Richie reviewed the data presented to City Council and responded to Council’s questions.


 (C)    DISCUSSION – Recommended Appointment to the Collier County Coastal Advisory Committee.

(Editorial History:  Three of the nine members of the Collier County Coastal Advisory Committee are representatives from the City of Marco Island.  Members serve four- year terms and on May 22, 2005 the term of one of the Marco Island representatives expires.)

MOTION by Vice-Chair Arceri to NOMINATE MR. RONALD MINARCINI FOR APPOINTMENT TO THE COASTAL ADVISORY COMMITTEE.  Second by Councilwoman DiSciullo.  Motion passed    7-0.

(D)     DISCUSSION – Assignment and Assumption of Deltona Settlement Agreement.

(Editorial History:  On January 3, 2005 City Staff proposed that City Council consider authorizing the City Manager to pursue a plan to convert a 50-acre mangrove site along CR92 for use as a utility site in exchange for other environmental restorations.  City Council authorized the request resulting in meetings being held with most governmental agencies and conservation interveners.  An Assignment and Assumption of Settlement Agreement Modification Rights was negotiated with The Deltona Corporation and is now being presented to the City Council approval.)

MOTION by Councilman Tucker to APPROVE THE ASSIGNMENT AND ASSUMPTION OF DELTONA SETTLEMENT AGREEMENT MODIFICATION RIGHTS.  Second by Councilman Minozzi.  Motion carried 7-0.  

 
COUNCIL COMMUNICATIONS AND DISCUSSION

Councilman Minozzi updated City Council on the status of repairs to the Jolley Bridge.
Chairwoman Kelber requested that City Council grant her authority to act on Legislative initiatives that may require City Council comment before the next meeting.


FUTURE AGENDA

None.


Public Comment

Mr. Ron Oister, 960 Cape Marco Drive, expressed concern that City Council’s response to citizens is the cause of low public participation.

There being no further business to come before Council, the meeting adjourned at 6:58 p.m.
