MINUTES
City Council Special-Called Meeting – April 29, 2005 – 8:00 a.m.
Chairwoman Kelber called the meeting to order and presided.
ROLL CALL
All Council members present as well as staff, members of the news media, and the public.
BUSINESS
DISCUSSION – Five-Year Capital Improvement Program (CIP).
The purpose of the Special-Called meeting was to review the Five-Year Capital Improvement Program and the FY06 Capital Improvement Budget. Staff presented an overview of the Five-Year Plan and each of the project categories within the CIP.
City Council received a presentation regarding the condition of the bridge at Winterberry Drive and Roberts Bay and debated at length whether the replacement of the bridge should be declared an emergency.
MOTION by Councilman Tucker to DECLARE THE REPLACEMENT OF THE BRIDGE AT WINTERBERRY DRIVE / ROBERTS BAY AN EMERGENCY AND DIRECT STAFF TO MOVE FORWARD WITH REPLACEMENT AS SOON AS POSSIBLE. Second by Councilman Minozzi. Motion carried 6-1. (Councilman Trotter opposed)
Council provided input and feedback on all capital projects during the day-long budget meeting and agreed to further discuss several issues including:
· Planting and maintenance costs for cul-de-sacs;
· Proposed water spray park;
· Prioritization of the 171 storm sewer outfalls;
· Alley way improvements;
· Phase 1 Sewer Assessment District costs;
· Funding of the emergency bridge repairs.

PUBLIC COMMENT
Mr. Bill McMullan, 911 Montego Court, suggested that each property be assessed the amount needed for capital projects.
Mr. Ken Honecker, 632 Dorando Court, questioned why ad valorem taxes are not used to fund the installation of sewers.

There being no further public comment, the meeting adjourned at 4:00 p.m.
