BUSINESS
DISCUSSION – FY06 Budget, Millage Rates and Sewer Assessment:
(Editorial History: On September 6, 2005 City Council conducted a public hearing on the proposed FY06 millage rate and budget. During the discussions, City Council briefly considered utilizing a portion of the General Fund Revenues raised by the ad valorem tax to offset a portion of the sewer assessment “capacity cost”. Options available were presented and discussed.)
Public Comment
Mr. Werner Wackerman, 875 Magnolia Court, commented that he is strongly against having the condominiums excluded from funding sewer assessments.
Ms. Frances Enman, 701 Nautilus Court, feels that the entire City should share the cost for sewer assessments.

Mr. Mike Levine, 331 Capistrano Court, feels ad valorem taxes should be used because sewers benefit the entire City.
Mr. Ken Honecker, 632 Dorando Court, questioned the cost of the wastewater plant expansion proposal and suggested a special assessment Island-wide for treatment plant expansion.
Ms. Lois Bradford, 1012 Anglers Cove, questioned what plans are in place for the sewers.
Mr. George Willis, 1281 Mimosa Court, doesn’t understand why we cannot wait another year, or two, before starting sewers.
Mr. Ray Paret, 665 Crescent Street, feels the entire Island should share the cost of sewer assessments.
Mr. Douglas Enman, 701 Nautilus Court, questioned how the rate structure will pay for the capacity expansion.
Mr. John Aboud, 276 Grapewood Court, questioned whether vacant lot owners are assessed for water runoff.
Mr. John Foster, 1791 Devon Court, commented on an EPA Report regarding septic systems.
MOTION by Councilor Tucker to NOT USE AD VALOREM TAXES TO OFFSET SEWER ASSESSMENT COSTS. Second by Councilor DiSciullo. Motion carried 7-0.
ADJOURN
There being no further business to come before Council, the meeting adjourned at 6:00 p.m.
