Chairwoman Kelber called the meeting to order and presided.

MOTION by Councilor Minozzi TO APPROVE THE AGENDA. Second by Councilor Tucker. Motion carried 5-0.
PRESENTATIONS
(A) Employee Longevity Awards and Bonuses.
(Editorial History: At the November 1, 2005 City Council meeting the Council authorized that all employees with five or more years of service would receive a $2,000 longevity bonus and special recognition at a City Council meeting. Each employee who attains a five-year increment (5, 10, 15, 20, etc.) in the future will receive the award and bonus. )

BUSINESS
(A) DISCUSSION – Proposed Final Design for Municipal Facility – Police Building/City Meeting/Multi-Purpose Room.

(Editorial History: Final design of the new municipal facility housing the police station, emergency operations center and City meeting/multi-purpose room is nearing completion. Staff and representatives from Alliance Design Group will present a conceptual depiction of the meeting/multi-purpose room.)
Police Chief Roger Rienke presented the conceptual design for the City Meeting/Multi-Purpose Room and responded to City Council’s questions.
Public Comment
Mr. Phil Kostelnik, 121 Channel Court, commented that the room may be too small to accommodate some groups on the Island.
(B) DISCUSSION – Proposed Amendments to the Land Development Code Mixed-Use and Redevelopment.
(Editorial History: The Community Development Staff have continued their work on potential changes to the City’s Code of Ordinances, and potentially, the Comprehensive Plan, with regard to criteria governing mixed-use projects and redevelopment criteria. They will present an update with findings from several of their recent workshops. )
Vince Cautero, Community Development Director, and Bryan Milk, City Planner, presented to the City Council information regarding mixed-use projects and redevelopment issues.
Recess: 5:43 p.m. to 6:10 p.m. It is noted for the record that all Councilors were present when the meeting reconvened.

Mr. Amadeo Petricca, 331 Regatta Street, questioned the height restriction.

Following a lengthy discussion, Council expressed a desire to gain legal perspective from the City Attorney on what the Council may legally support before proceeding further.
