City Council Special-Called Meeting – November 30, 2005 – 5:00 p.m.
Chairwoman Kelber called the meeting to order and presided.

BUSINESS
(A) ORDINANCE – Emergency Ordinance for State Funding of Police Pension Plan.
(Editorial History: By previous action, Council approved increases in employee compensation to allow the City to attract and retain quality employees. One of the approved salary initiatives is the implementation of a defined benefit retirement plan for police officers. Florida Statues Chapter 185 provides for a 0.85% surtax on casualty insurance for all properties in Florida. Municipalities are allowed to access these funds to assist in funding local pension plans for police officers. This is a surtax already in effect and is not a cost increase to our residents. To be eligible for 2005 funding from this source, paid by the State in July 2006, City Council is required to pass an ordinance levying and imposing this surtax within the municipal limits of Marco Island during November
2005.)
Mr. Moss read, by title only, the Ordinance Pursuant to Chapter 185, Florida Statutes, Levying and Imposing an 0.85% Surtax on Casualty Insurance for All Properties Within the Municipal Limits of the City of Marco Island, Florida.
Public Comment
Mr. Godfrey Davies, 406 Driftwood Court, spoke in favor of implementing a defined pension plan for police officers.

MOTION by Councilor Minozzi to ADOPT AN EMERGENCY ORDINANCE LEVYING AND IMPOSING A 0.85% SURTAX ON CASUALTY INSURANCE FOR ALL PROPERTIES WITHIN THE MUNICIPAL LIMITS OF MARCO ISLAND. Second by Vice-Chair Arceri. Motion carried 6-0.
