Special-Called Meeting – November 12, 2007 – 5:30 p.m.

Chairman Minozzi called the meeting to order and presided.

(A)     DISCUSSION – Employment Agreement with Interim City Manager.
(Editorial History:  On October 29, 2007 City Council agreed to hire an Interim City Manager pending employment of a permanent City Manager.  On November 5, 2007 City Council interviewed Anthony Shoemaker and agreed to consider hiring Mr. Shoemaker as the Interim City Manager.)

MOTION by Councilor Tucker to find a place for the Interim City Manager on Marco Island and pay for utilities and direct staff to continue to look for a rental property.  Second by Councilor DiSciullo.  MOTION CARRIED    6-1.  Councilor Kiester opposed.

(B)     DISCUSSION – Amendment to Employment Agreement with A. William Moss.

(Editorial History:  On October 29, 2007 City Council considered an appropriate resignation date for City Manager A. William Moss which included support services to an Interim City Manager during the month of December.)

MOTION by Councilor Tucker to approve amendment to Employment Agreement with A. William Moss.  Second by Councilor Popoff.  MOTION CARRIED 6-1.  Councilor Kiester opposed.


(C)     DISCUSSION – Capital Improvement Program.
(Editorial History:  City Council requested a special-called meeting for the purpose of discussing how the City will respond to the needs for major capital investment in our aging infrastructure at a time when the Florida Legislature has used their authority to severely limit the use of local property taxes to fund needs beyond revenues currently raised.)

Public Comment

Mr. Butch Neylon, 764 Hernando Drive, does not want to use the electric fee to pay for the bridges and suggested the citizens be notified if they are going to benefit from a fire assessment.

Mr. Ken Allen, 1265 Fruitland Avenue, commented how fire assessment can be a good and bad thing.

Mr. Michael Kelly, 580 Hammock Court, commented that businesses are not going to be happy with amount of the fire assessment.

Mr. Mark Murlowski, 1360 Caxambas Court, questioned if Caxambas Bridge needs replacing or if it might just need renovation and maintenance.

Ms. Kathy Sullivan, 1330 Caxambas Court, reminded Council that Caxambas bridge is the only ingress and egress for residents living in the area.

Ms. Linda McCune, 1530 Shores Court, suggested using money from the reserve account to maintain the bridges instead of replacing them. She also suggested a workshop to educate citizens.

Ms. Cheryl Lee, 241 North Barfield Drive, does not want utility bills to go up.

Mr. Ed D’Alessandro, 320 Hazelcrest Street, suggested more collection on vehicle tax to pay for the bridges.


Following discussion, City Council agreed schedule a special-called meeting on Monday, November 26, 2007 at 4:30 p.m. to continue this matter.
