SUMMARY
Mr. Kiester is a year-round resident and land owner on Marco Island since 1995, and has been a Florida resident for 33 years. He was elected to a four-year term on City Council in March of 2006. His term expires in March of 2010.

SIGNIFICANT CAREER ACCOMPLISHMENTS
Introduced the benefits of planning to a mostly rural section of Florida back in the l970's when most had not even adopted building codes (equally important, I survived to tell about it). NORTH CENTRAL FLORIDA REGION: 11 counties and 33 incorporated cities. Oversaw the preparation of city/county plans as required by the 1975 Local Government Comprehensive Planning Act.
Co-led, with a counterpart from the Suwannee River Water Management District, the adoption and implementation of agreements among those cities/counties located adjacent to the famous Suwannee River directed to river preservation (setbacks and erosion control, septic tank standards, etc.)
Led efforts to establish regional entities among the 11 counties to make for more efficient, and therefore, cost-effective means to address such issues as follows:
- Tourism Promotion (The Original Florida)
- Economic Development
- Regional Response to Accidental Releases of Hazardous Materials
- Regional Landfills
