GENERAL DESCRIPTION – PLEASE REFER TO PROJECT PLANS AND SPECIFICATIONS FOR DETAILED REQUIREMENTS

This project consists of constructing two new horizontal biologically active pressure filters (BAF) with associated backwash water supply pump, backwash air scour blower, air supply system, lake transfer pump replacement and piping modifications, new underground and above ground piping, fittings, pipe connections, pipe supports, backwash drain pipe and outfall, valves, flow control valves, electrical improvements, electrical switchgear and duct banks, motor controls centers, instrumentation and controls, control panels, communication, miscellaneous sitework, demolition of the existing transfer pump and associated VFDs, demolition of existing motor control centers, demolition of the  transformers, demolition of the existing transfer pump disconnects, demolition of the existing underground and above piping. The design of the BAF system allows for future expansion: two additional filters.  All new equipment will be installed on a reinforced concrete slab at minimum one foot above the FEMA base floor elevation or as indicated on the drawings. This project is located at the City’s Source Water Facility at 7130 N. Collier Blvd, Naples, FL 34114. This project is being bid as a lump sum contract. The contractor is responsible for obtaining the required Collier County permits. The City has obtained the Florida Department of Environmental Protection permit.  Owner will reimburse Contractor for County permit fees paid. It is recommended that prospective bidders attend the pre-bid meeting, which will be held at 2:00 PM (EST), September 12, 2023 at 7130 N. Collier Blvd, Naples, FL 34114.

The City reserves the right to reject bids for administrative, including contractor responsiveness and/or contractor responsibility, or budgetary reasons, unbalanced bids, reject any individual bid that does not conform to the intent and purpose of the Contract Bidding Documents, bid from any person or entity that has failed or is failing to properly perform similar work for the City, failed to satisfy claims on previous or current contracts with the City, or has previously failed to perform properly or complete, on time, contracts of a similar nature. The prospective contractors shall be aware that performance as a prime contractor or subcontractor on previous or current City contracts or any current or past (within last 5 years) litigation against the City might be taken into account in evaluating proposals received for this contract. Moreover, the City reserves the right to postpone award of the contract for a period of time which shall not extend beyond 120 calendar days from the bid opening date.
